Chuck Kuhn partially donates, sells shuttered White's Ferry to Montgomery County

Chuck Kuhn is getting out of the White?s Ferry business.

The Loudoun County magnate, who bought the shuttered commuter ferry operation in February 2021 with his wife, Stacy, will donate the ferry boats, business assets and other equipment to Montgomery County, the parties plan to announce Friday. The county, meanwhile, will acquire 2.5 acres of Maryland riverfront land, a store (home to White's Ferry Grill), the ferry ramp, boat launch and storage buildings from the Kuhns for $1.5 million.

The deal was reached in June and the contracts were signed and executed this week, according to a draft release obtained by the Business Journal.

The agreement is ultimately aimed at reopening White?s Ferry, which closed in December 2020 amid a legal fight between the operation?s prior owner and the owner of the land where the ferry docks on the Virginia side. Over five-plus years, the Kuhns affiliate, Potomac Crossing LLC, and the owners of Loudoun?s Rockland Farm were not able to come to an agreement.

The dispute turned increasingly nasty as the Kuhns proposal to buy the Virginia docking site was repeatedly rebuffed, while Rockland Farm sought a volume-based, per-vehicle fee that the Kuhns said would virtually halve the ferry's operating income.

White's Ferry dates back to 1786. Pre-pandemic, it was carrying upward of 800 vehicles a day across the Potomac River between Poolesville and the Leesburg area. It is especially important to the residents on the Maryland side.

In 2023, Kuhn offered to sell White's Ferry to Montgomery County, with the goal of using eminent domain to seize the Virginia dock, an action Loudoun leaders refused to take. A year later, Kuhn said he would donate the historic operation instead. It?s taken this long to work out a deal.

In a statement, Kuhn, a top Loudoun land speculator, data center developer, owner of JK Moving Services and vice presidential landlord,  said he encourages Loudoun "to take the necessary actions to reopen the Virginia landing for this vital public service now that the ferry is publicly owned. Montgomery County Executive Marc Elrich also called on Loudoun and Virginia officials to take note of this major shift and see their way to acquire the rights needed to restart the service.

According to the draft release, the donated White's Ferry assets are valued at more than $7 million. Once it takes ownership, Montgomery County will move the ferry vessels out of the river to assess their condition and begin repairs. White's Ferry Grill, at 24801 Whites Ferry Road, remains open.
