I was just up in millinocket/bangor last weekend and the trout actions was crazy on the penobscot river.

dozens, at a time, jumping up the class V falls and they were huge. i know this info doesn't help you but i'm so jealous you're going to be fishing up there.

I didn't have any fishing gear with me but there were fly fisherman everywhere on the penobscot. There were a few mom and pop tackle shops in portland right by the marina. I can only assume there are more scattered all over maine. you might want to check with those shops for some guidance.

I've caught landlocked salmon in BC and Oregon through trolling.  What I did in Oregon probably makes the most sense for you: the guide put me in a float tube, I cast out flies with a sinking fly line and made a few circuits around the lake.  L.L. Bean sells a "trolling fly rod" which I suppose is optimized for this purpose, but I did ok with my regular fly rod.  I also caught a landlocked Atlantic while in Maine about 11 years ago, but it was a parr (later stage fingerling) and it was incidental to trout fishing.  Good luck.

After doing some research I'm thinking one plan of attack will be using a DD22 crankbait as a sort of downrigger.  And then I'll have something to imitate a smelt connected to that.  Probably try a spoon and some sort of long shallow diving type crankbait.
