Oh boy...conspiracy theorist would have a field day on this one.
Ft. McNair is the Army War College.
A boat rammed the Cole and inflicted damage. A boat can ram the wall at McNair and what? And why? Plenty of easier targets down at Newport News.
But you are right, this will complicate (stir the pot) things.
