The upper Potomac is still blown out and brown but some of the smaller tribes are perfect. When the water is high in the Potomac these small tribes back up near the mouth with all clear water and zero current. Fish are seeking refuge in these tribs and biting well. I hit one today in md that was loaded with smallmouth and largemouth. I only had a few lures and got a decent amount of action on jerk baits over a lunch break. I had many many more follows and refusals too. I think some plastics would have done more damage but didn't have any with me.
