I think a total length tournament is needed. Catch , measure, photo and release.
Simple effective and the fish win..

Thanks, that was interesting stuff.
Those Potomac fish get hit so hard. I haven't fished the river in a few years, but when I did it seemed like there was always a huge tournament going on. Must be a good largemouth population around Smallwood and Leesylvania by now.
