Pavilion Expansion Update May 26, 2010

Summary:    
   

The AVSP Special Committee met several times with homeowners about plans for renovating and expanding the Pavilion.  The plans were revised several times to meet concerns of homeowners.  This extended public exchange led the Committee to two conclusions

1.        There is strong support for renovations to the existing Pavilion to refresh and rehabilitate the 20 year old spaces.

2.       While there are good reasons to consider the expansion of the Pavilion, there is also considerable concern about the cost of an expansion in the current economy.

Based on the age of the facility and the strong consensus for renovations, the Committee recommended the Board, using funds already budgeted, contract with an appropriate consultant to create a five-ten year renovation plan for the Pavilion.

Also the Committee recommended to the Board that the vote to approve expansion of the Pavilion and the associated borrowing be canceled.

Finally the Committee recommended the Board assess the current operations of the Pavilion to see what operational efficiencies could be implemented within the current budget while maintaining or enhancing services

In its regular May meeting the Board approved the following statements in the minutes from the April meeting.   

   1. Cancel the homeowner vote for Pavilion expansion and the related borrowing

   2. Authorize within current funding contracting an appropriate consultant to create a five-ten year renovation plan. This plan needs to be designed to cost no more than the BOD’s authorized project allotment of an amount no greater than 10% a given fiscal period’s budget.  The amounts collected can be set aside in a capital improvement fund and accumulated until such time the projects phased elements are to be started.

   3. Direct the President to conduct an operational efficiency study of the Pavilion bringing the results to the Board for approval with the 2011 Budget.

Yeah, but what about the unrecorded (unwritten) agenda by this Board?  Is it true that they have "talked" about an.........up to 10% increase in HOA fees in each of the upcoming years?  This way they can raise enough money to do what they want without a vote by homeowners.  The Association By-laws allow the BOD to raise HOA dues no more than 10%/year, without any homeowner vote, to meet whatever they deem necessary.

Not sure the "board" is in agreement.....need to get the vote out in October.....there is a movement in place.
