We have had some pretty good rains recently due to passing storms. Over .75 inches to one inch of rain in the last week, yet the Potomac has not risen and is actually falling now. I know the river is fed from waters West of us, but I am pretty sure the storms hit there as well.
Is it the hot weather? Are there just too many places taking water out of the river due to hot conditions?
It just seems counter intuitive to me.

I talked to a weatherman (Hagerstown TV station) about this and he said that what we are getting are very small cells (spotted storms). They are not consistent over the entire watershed. As an example, if Dulles gets an inch of rain, some runoff will flow into Broad Run. I did see stain coming from there. Both Beaverdam and Goose reservoirs held back the water thus the Goose was green. They may had been a tad low based on what I see out back. Saw very little stain from the Monocacy which does stain up fast.

Plus, the ‘doah is really low. I will assume that they have not received much sustained rain.

Makes sense, plus the ground is dry and soaks up a lot. Evaporation etc...

The river temp is about the same as the bay, maybe a degree or 2 higher.
