I was planning on going to chain bridge this Friday during the AM, but I realized it is supposed to rain Thursday and be really windy on Fri. I am so out of touch with fishing so I wanted to consult the experts. Will the river be too high? I was planning on throwing typically light tackle for shad. It seems like it may be too windy? I don't get many opportunities to go so I may go regardless of the wind as long as the water levels are safe

Not fishing for subsistence is frowned upon. Just kidding as I will try my hand at shad next week for sure regardless.
I will be by myself and observe the 6 foot rules.
It will be good for my mental state.

Finding a place to park to launch my kayak is proving difficult. Lots of places it's possible to launch that aren't too far, but nowhere to park now. With my new motor traveling a few miles is no big deal. Tell me about the Columbia Island Marina. I see all sorts of restrictive sign on Google streetview.

Recreational Fishing and Boating Prohibition
The Maryland Department of Natural Resources reminds all anglers that under Governor Larry Hogan’s Stay at Home order, recreational fishing and boating are prohibited activities.
Limited exceptions exist only for individuals who fish as a matter of sustenance. In all cases, catch-and-release fishing is strictly prohibited anywhere in Maryland.
The executive order states that no Maryland resident should leave their home unless it is for an essential job or for an essential reason, such as obtaining food or medicine, seeking urgent medical attention, or for other necessary purposes.
The governor’s executive order is in place until further notice and the intent is simple: stay home unless you absolutely must leave.
