A neighbor has brought up his boat from the bay in order to take advantage of some of the many angling opportunities the city has to offer this time of year. What, precisely, does he need to do to operate his craft legally within District waters? I know there are specific requirements if stopped by USCG or DCHP as well as certain courses/certifications that need to be completed beforehand.

And make sure he has life jackets, horn, fire extinguisher....all of the required stuff. They do check. They check Curly often (in one day)!

Fishing permit won't be an issue, heck I've had mine since January. Where else can you get $13 non-resident calendar year licenses?!
I'll make sure he has PFD's, horn, fire extinguisher, lights etc.

I would like to suggest he gets two copies of the boaters safety card (it's a small fee). Keep one on the boat and one in his wallet. No waters get patrolled more than the DC sections of the Potomac. I believe you can use a cell in replacement of a two way is that correct?
